Participatory approach towards developing a framework to quantify community flood resilience

Abstract
Purpose To present the considerations, philosophical assumptions, and rationale in designing a research methodology appropriate for developing a robust and practicable framework for evaluating Community Flood Resilience across socially diverse communities. Methodology This study reviewed and synthesised relevant literature, including key texts on qualitative and quantitative research design and previous studies of community flood resilience to develop a robust research methodology towards the creation of a new community flood resilience (CFR) framework. Findings The findings highlight the significance of participatory approaches in CFR measurement. A combined qualitative and quantitative methodology proves essential to building a practicable and robust evaluation framework. Originality/value By adopting a holistic approach to CFR evaluation, stakeholders and the local community can reach a consensus in decision-making for interventions to improve community flood resilience. In addition, this paper emphasizes the need for flexibility in research design to address and directly impact diverse community needs.
