Abstract
This report examines the uneven adoption of digitalisation and Net Zero practices among manufacturing Small and Medium-sized Enterprises (SMEs) in the West Midlands and the implications for regional productivity, competitiveness and economic growth. Manufacturing SMEs form the backbone of the region’s industrial base, yet their engagement with digital and low-carbon transitions remains limited and uneven. The study responds to the Innovation and Research Caucus’s objectives by providing evidence-based insights into what constrains adoption, how adoption contributes to regional economic outcomes and how policy design and delivery could be improved.
