Abstract
The healthcare sector all over the world has seen tremendous transformation driven by adoption of digital technologies. There is no doubt that the most effective vehicle for the delivery of quality and cost effective healthcare service is through the adoption of digital strategies. The Indian Government is also actively and speedily rolling out the Ayushman Bharath Digital Mission (ABDM). ABDM is the flagship programme of the Indian government which is becoming the de-facto standard and the central vehicle for deliverance of healthcare services and also of related services like public insurance management. Application of Artificial Intelligence and related underlying technologies like Machine learning, deep learning, AI/ML algorithms etc. are deeply influencing digital technologies and is augmenting the application of digital technologies with speed and efficiency. Artificial intelligence (AI) is used as an umbrella term encompassing several different approaches and underlying technologies. This includes a wide spectrum of abilities in the healthcare sector such as: generating or synthesising medical images, converting speech to text and text to speech, identifying underlying patterns in (medical) data, understanding medical images, etc (Mistry 2020). AI has the most potential for doing transformative work, such as mining medical records, assisting repetitive jobs, and designing treatment plans (Meskó, 2016). Covid 19 was testament to how healthcare delivery systems had to adopt and how use of AI enabled efficient and targeted delivery of healthcare. As adoption of AI becomes inevitable, it will become imperative for appropriate policies to be put in place for AI adoption. This will be related to data privacy, security, trust of the endusers, trust on data, extent to which AI can be used for decision making, ethical issues, etc. Just as appropriate policies and strategies will have to be drafted, the technology stack also should lend itself to support adoption of AI. Data availability will be key. This paper is an assessment of how ABDM as the singular healthcare mission across the country, especially for delivery of public healthcare, is extensible or adaptable to and how it enables the efficient, safe and ethical use of AI. This includes extensibility of ABDM’s technology infrastructure as well as policy availability that guides adoption.
